Execute the Monthly Settlement Cycle for August 2026 and the associated reconciliation transfers, burn SKY from the Pause Proxy balance, update LSSKY->SKY staking rewards and shorten the buyback and LSSKY->USDS reward cycles, increase the MKR-SKY Delayed Upgrade Penalty, adjust the Grove and Osero DC-IAM parameters, and whitelist Prime Agent spells for Spark and Grove.
