• Build Out Allocation System Primitive - Builds out the Allocation System Primitive, including the process for Star Agents to comply with the risk framework.
• Add Spark - Launch Agent 1 Ecosystem Accord - Adds an Ecosystem Accord between Spark and Launch Agent 1.
• Add Sky - Spark / Launch Agent 1 Ecosystem Accord - Adds an Ecosystem Accord between Sky, Spark, and Launch Agent 1.
• Add Logic Regarding Key Interest Rates - Adds logic regarding how the Base Rate is set and how it relates to the Agent Credit Line Borrow Rate.
• Update Risk Framework - Updates the risk framework to include a new model for lending markets and models for Smart Contract Risk and Administrative Risk.
• Rename First Loss Capital To Junior Risk Capital - Renames First Loss Capital to Junior Risk Capital to better align with other terminology in the Atlas.
• Update Logic Regarding Distribution Of Agent Tokens - Clarifies the distribution of Agent Tokens received by Sky under an Ecosystem Accord.
• Update Spark Liquidity Layer Documentation - Updates the documentation of the Spark Liquidity Layer to reflect that it is an implementation of the Allocation System Primitive.
• Update Spark Artifact Based On Ecosystem Accords - Updates Spark Artifact to reflect the Ecosystem Accords entered into by Spark.
• Update Launch Agent 1 Artifact Based On Ecosystem Accords - Updates the Launch Agent 1 Artifact to reflect the Ecosystem Accords entered into by Launch Agent 1.

Outcomes

This poll implements a Minimum Positive Participation value. The Minimum Positive Participation for Atlas Edit Weekly Cycle Proposals is currently set to 480,000,000 SKY.

If the votes for the 'Yes' option exceed the votes for the 'No' option AND the votes for the 'Yes' option equal or exceed 480,000,000 SKY, then the following actions will be taken:

• A Pull Request mirroring the contents of the Notion page shared above will be merged into the Atlas GitHub repository.
